Training Methodology
The HRDC-UB has been developing a total of 28 training content and organizing induction, thematic, and targeted types of training programs based on the Local Government Officials’ training needs analysis since 2017.
The induction or fundamental training program is for all newly appointed local government officials in the Capital city. The purpose of the training is to provide knowledge and skills for civil servants to meet the specifics of the civil service, operating principles and norms, legal and public service standards, and requirements.

To effectively implement the training, the HRDC-UB focuses not only on providing participants with theoretical knowledge but also on introducing peer-to-peer learning and supporting the application of the knowledge gained from the training at the workplace.
Horizontal Learning Process
The HLP is a way to build capacity, make continuous improvement and development through practical, peer-to-peer learning, and exchange good practices.
- Develop local government organizations’ (LGO) capacities;
- Disseminate good practices;
- Establish a platform to develop LGOs’ relations;
- Influence sectoral and national policies by disseminating best practices.
