FUTURE of the city
The pace of social and economic change always requires high productivity and new skills from public servants. To meet this need, the Municipality of Ulaanbaatar established the Training and Research Center of Ulaanbaatar in 2017 to improve the skills of civil servants and increase access to public services. Therefore, the center started organizing classroom training under the Urban Governance Project - a jointly implemented project by the MUB and The Asia Foundation with financial support from the Swiss Agency for Development and Cooperation. Successfully combining online and in-person training by developing an online training platform and converting training content into an online form laid the foundation for making the training more accessible.
Capacity building of civil servants is one of the important goals reflected in the national and city programs and long-term development policies. This is stated in the“Vision-2050” Mongolia’s Long Term Development Policy as “to develop a step by step continuous training system suitable for each level of position, ranks, and functions of civil servants.” and in the Government Action Plan for 2020-2024 “improved skills of human resources in civil service, strengthened resources of the training institutions for civil services, and creation of a training environment and infrastructure that meets modern requirements.”
Introducing the ISO 21001:2018 Educational Organizations Management System standard in our training activity has been a huge step to keep sustainability and continuous improvement, deliver products and services that meet local and international standards. Each year, the HRDC-UB is training and building capacity for civil servants from 9 districts, 204 khoroo, and other state organizations. Moreover, we have set our goal to make Ulaanbaatar a city that adopts information technology-based smart solutions and is science and research-based by preparing professionals who are socially aware, able to develop their home country while keeping pace with the global development.
Main activity
We regularly organize training programs and events aimed at strengthening the capacity of employees and improving communication and attitudes.
In addition to organizing planned and ordered training programs in 4 main areas of Workplace Skills, Technology usage in the workplace, Soft Skills, and Advanced Skills, we also provide specialization programs and self-study E-learning programs. While the planned training schedule is based on the results of the “Training Survey” conducted among the Local Government officials and their needs in November each year, customized training schedules are planned and organized according to requests from teams and organizations.
In addition to organizing Joint hiking and Debate competitions, the Mentorship Program is implemented to improve employee attitudes and initiatives.
We develop quality content that meets the needs of civil servants.
The need for civil servants to acquire new skills, continuous learning, and new knowledge and information is constantly arising due to technological advances, socio-economic changes, and many other factors. As the civil servants' training needs change, the Human Resource Development Center evaluates the training needs of Capital city Local Government officials every two years and develops training content and programs based on the results of the assessments. We have studied the best practices of many countries and identified methods for developing content. Thus, we provide quality training that fully meets the needs of civil servants. Since 2015, we have developed a total of 34 contents.

As an organization implementing an integrated management system, HRDC-UB provides consulting services to government organizations for introducing the ISO21001: 2018 standard for the Education Management system and the ISO9001:2015 standard for the Quality Management system.
Through continuous technical and behavioral skills training for civil servants, we aim to improve productivity and standards in civil service.

- 2022STRUCTURE
Expanded to Human Resource Development Center of the Human Resource Management Department of the Municipality of Ulaanbaatar.
- 2021EXPANSION
Expanded operation and signed a joint training agreement with the NAoG.
Signed a cooperation agreement with the International Organization for Migration (IOM).
Introduced the ISO 9001:2015 Quality Management System standard and the ISO 21001:2018 Educational Organizations Management System standard.
- 2020STANDARD
Started the work to introduce the ISO 21001:2018 Educational Organizations Management System standard in the operation of the TRC. Successfully organized “Horizontal Learning Process Methodology Forum”. Training programs started to be converted into online format. A Memorandum of Understanding was signed with National Academy of Governance.
- 2019PROGRAM
Resolution No. 21/03 of the Capital City Citizens' Representative Khural approved the “Capacity Building Program for Local Government Civil Servants of the Capital City”.
Long-term and short-term development maps of the TRC have been developed.
Introduced Horizontal Learning Process methodology in the training activities. Developed e-learning system.
- 2018CAPACITY
Capacity building program developed. Developed thematic training manuals for UB local government officials and started organizing training programs in stages.
- 2017MUB
Ulaanbaatar Training and Research Center was established. A capacity building program model has been developed and training was provided for khoroo civil servants. Started training activities with 12 instructors.

The project developed training content for khoroo civil servants.
